That stuff can happen, I even didnt somehting similar to that when I was 8 or 9 but I just tried starting the tractor to plow snow but didn't follow through with it.
But if it was the scenerio like you descibed when you were younger that means the 7 year old was riding on somones lap on that skid steer if he knew how to start it and that is not a good idea either.
