looking at your map your in chehalis ? if you can shoot i would, sounds really strange though, i have had cows killed by coyotes but only during a long delivery during calving, they eat her back end and the face of the new calf during delivery, ugly sight your no tree hugging coyote lover after that. i live in what has to be as high a pop of coyote as anywhere, state trapper flew 2 times fall and winter, and no bs killed hundreds on the two neighboring ranches and ours, never had a cow attacked by coyotes otherwise, contact the state trapper he might help with a sight visit, as for your fencing i don't think you can keep them out, you shouldn't need a guard animal for cattle.
