Re-reading the original post for the 3d or 4th time, it certainly sounds like the opener blades simply aren't cutting deep enough (lack of down-force).  Seed placement of 0 - 1.5" when aiming for 2" sure sounds like this is the problem.  One way to verify would be to look and see if the seed furrow itself (ignore the seeds for the moment) varies from almost no penetration to only 1.5".  Or, if the furrow is indeed cut to a consistent 2" depth, but the seeds are all over the place, then he must have broken seed tubes or something else seriously wrong with that aspect of delivering seeds to the furrow.

Note that lack of row-unit down-pressure also causes worsening sidewall blowout, which makes seed placement even more erratic amongst the chunks, dust, etc.

Also, forgot to mention in my previous post:  Shallowing up the side-band fert opener will make available more toolbar weight & down-pressure that can be applied to the row unit itself.
