is the coulter out front centered on the row? It has no depth control too. You need unit mounted, NON-FLOATING row cleaners. You probably dont have enough down pressure on row unit.

We are working with several researchers planting into conditios such as this.  At the risk of being accused of selling, what you need is our Dawn 1572 combo with ripple blade and 2 Curvetine closing wheels along with JD airbagss or hd springs and maybe added weight on the toolbar.

Sorry if that's not the simple answer you wanted but this setup  works in that condition.
