For what it's worth, it looks like in July of 2000 there was a low of $1.74 and in Sept of 2002 there was a high of $2.82. The high was about 1.62 times as high as the low. More recent lows and highs were $2.96 and $7.99 respectively. The recent high was 2.69 times as high as the most recent low.

The swing from low to high in the early 2000's seemed to take over two years. The more recent ones occur in less than a year. The ones in the early part of the previous decade resulted in the highs being 1.62 times as high as the lows. The most recent spike ended in the highs being 2.69 times as high as the low. What you are describing does dampen the effect. However, I believe it is still more volatile by a large margin.
