I would disagree on you take on the Carter embargo adding to volitility it pretty much ended it. to see how embargo's added to volitility you needed to go back a few more years to the 70's and first the Nixion embargo that was put on because they were afraid we were going to run out of grain and then followed by the Ford embargo because grains had gotten to expensive. these two embargo is what lead Japan into saying that the USA was not a reliable source of food and pushed them into spending hudge amounts of money into developing ag production in Brazil and the rest of South America.

The Carter embargo is what lead to the end of volitilty and started the 25 year cycle of lower volitilty
