I’ve got a couple trailers from back when either budd or hub pilot was an option, they look a lot like that. Budd studs, thimbles, and nuts for budd wheels, or you could get the bigger hub pilot studs and nuts for hub pilot wheels.
WHY anyone would choose budd when hub pilot was an option? I’ll never know. I much prefer hub pilot!
I only care if they have outboard drums. Stud systems alone I prefer Budd. Gets it perfectly centered and doesn't get stuck on the hub.
