Like both posters said, lay 1x on the tire with bags deflated and ideally 4” of clearance on the topside
The plastic 1/2 fenders are the best I’ve found for taking abuse from trailers scraping on them. The round fenders and brackets like you have don’t fair as well when the trailer pushes on them.
