I have to strongly disagree on this. 

Landfills? Toxic waste sites? Discharges of dangerous substances into waterways? (Including Ag) Processes that leave the land unfit for future use? 

Be careful what you wish for, but it's certainly not hard to come up with reasonable restrictions that protect the public interest and health.
