Yes, it won't mess anything up to take it off. But it's hard to get to the screws with the pump in place...helps to pull the blowby pipe out of the way, if it's not seized in the block...
With the cover off you can see the throttle linkage & metering valve, maybe unstick it. If it looks like the last one I took off, it will make you sick...full of water & rust....
