Plungers are probably stuck, like the others have said. I've seen about 4 or 5 with that problem in the last couple years, all of them have sat for a while. (Years)...
It's possible the metering valve is all that's stuck, with the throttle wide open, tap on the cover of the pump like you would a carb with a stuck float...If you're real lucky, it might unstick the valve.


+1. This would be my plan of attack. Make sure the metering valve is free before you tear into it deeper.
