Subject: 1964 John Deere 4020 diesel

Tractor has been sitting a year, maybe 2 since it was started. Put a new battery in and cranks but will not run. Fires on either. I Checked while cranking and the lift pump squirts fuel at injection pump. Removed small window plate and pump turns. Removed return line while cranking and feel a little pressure. Loosened injection line at pump and no fuel while cranking.
Could the fuel shut off in pump be stuck and is it field serviceable (Mechanical)? It has the shut off on the throttle lever and was sitting shut off.
It has the Roosa-Master rotary pump not the CB unit.
I am assuming he pump is going to have to go to the shop for a rebuild but always can hope.
Ideas?
