The only producer who is getting a " hand out" is the old farmer who has deep pockets, no operating loan and his bins full. Nobody else with unpriced grain is going to get ahead on this program, look at it like an LDP payment. Once you had that in hand you were a fool not to then sell those bushels. Some did, most didnt, too bad so sad. Same thing with this, if you are speculating on grain in the bin, you best get the auger set up as soon as you get this new payment. By no means will you hit a home run on the price, but this is your chance, if the market jumped 34 cents, 67 cents, whatever the numbers turn out to be, you would be a fool not to empty the bins at this stage of the game.
