NW Indiana | Why not base it off approved RMA yield x acres certified x 4 year crop rotation percentage??? Basically the same formula as PP is based on added acreage.
Ok some don't certify but they could do a little more work and prove yields along with show acres intended.
Anyone with added acreage would be protected. Anyone forced to PP would be protected. Anyone with a drought would be protected. Doesn't screw anyone from outdated base acres. Doesn't pick winners and losers. Doesn't impact this years planting decisions.
Most importantly it doesn't distort the market.......
