Subject: Why is my 4430 and 568 "Bucking" at road speed?

SW Iowa
When pulling a hill or on the flat at road speed (20-22mph) my 4430 will get to bucking when pulling my 568 baler. Mainly running on the black top roads. Tractor has no front weights but has an external fuel tank, two rear weights per side, 11.00-16 and 18.4/42 rubber, baler has the floater tires. Only way I can get it to quit is throttle down a little. Swear I've seen daylight under the front wheels when it really gets bad. Any Ideas?

Thanks
Scott
