Why is my 4430 and 568 "Bucking" at road speed?

My 4240 does the same thing with 18.4-34 firestone radials and a 660 NH baler on 31-13.5-15 implement tires. Seems like the baler starts to bounce which gets the front end of the tractor bouncing and it just amplifies. Throttle back a bit and it stops. Im going to try a little more air in the baler tires.
