Subject: Tractor drawbar question

I have a spare hammerstrap for a drawbar. I am considering making a drawbar to fit into a receiver hitch for a pickup for pulling implements. I have a couple questions for those who know a bit more than I. Are drawbars heat treated or otherwise some kind of special grade of steel? The drawbar is 2"x3" so would need to cut some off the width and then it would fit right in. Would drilling the 5/8" cross pin hole cause a weak point that would allow the drawbar to break? Would I be better off to start with a blank piece of stock? I do have hitches with the larger 2.5" square receiver, but I'm unsure how adding material to the 2" portion of the drawbar would affect it, if at all. I do have the adapter to use 2" hitches in 2.5" receivers. This won't be used for anything super heavy, empty fertilizer spreader or sprayer, liquid applicator, 30' field cultivator etc...
