Swaledale, IA | Neither. God or Mother Nature is the only one responsible for the water in the pond. If you have cows in a pasture that only has pond for water you better have a plan for drought. The only way landlord could be responsible would be if you put in lease that if you had to move cows because of lack of water your rental rate could be lowered. That would probably end your rental arrangement.
