I have. Guess it matters on what the situation is like year in and year out on a particular farm. If a place has poor water on an average year I would bid rental amount accordingly. If it's a once in a 100 year drought event that's different. I personally clean ponds at my expense every time it gets really dry on places that it will benefit my cattle. No different then ranting a place with poor fertility or fence I just bid accordingly. My guess in the OP situations he is probably in an area that is seeing a 50 or 100 year drought event. It seems as a whole In my experience once the water runs out the grass is gone also and continuing to graze it will only do lots of damage to the grass that takes a long time to recover from.
