Subject: Help with a Flowing Well and Tank Overflow

Hi I'm a young rancher in South Central ND just getting started. Last week I had a well drilled on my uncle's pasture I'm renting. The well is 4in casing, about 110 ft deep and flows at 10 to 15 gpm with about 10 psi.
I would like to restrict to 1/2 and setup a tire tank with permanent overflow. What's the best way to keep everything from being mud this summer and ice this winter? Nearest lake is 250 feet away with some grade. Do you bury a small or big pipe to the lake? In to a culvert?
Also in past experience do flowing wells stop? Is it going to stop if I would cap 8 ft down in the winter? Should I get a pump right a way? I only know of one well like it and its been flowing as long as my Grandpa remembers.
Thanks for any help.
