Yes it is safe. It is simply crystallized. Honey is sold in crystallized form in other countries. It's mainly just the USA that has the misperception that honey is spoiled when in crystallized form.  You can eat it that way or warm it up and liquefy it.

 How soon honey crystallizes depends on the pollen types collected and the area the honey comes from. But honey that crystallizes easily is actually some of the better honey. I enjoy honey every day. On my breakfast oatmeal crystallized honey will re-liquefy in a matter of seconds. I like to spread crystal honey on toast.
