south central WI | I'll post pics in a minute. We own the land upstream, rent the land in the middle and own downstream of 2nd culvert. All land affected is farmed by us. My question is where do we focus our attention? 3 partners want to get a boat and try to see if culvert is plugged. They think it's not flowing enough as its filled downstream and it's not shooting up like they think it should. I think ditch needs to be cleaned out at least a little as it's basically cutting off water flow. Culvert is flowing 95+% full, just an inch or 2 at the top.
