..If your bisuits aren't rising..you've got an issue where the acidity of the buttermilk isn't activating the baking powder of your biscuits. You also may have some old baking powder. It does lose it's effectiveness over time. I've heard if you put some in water, you should see it "fizz" when it's fresh. Not so much when it's stale. (Stale probably means that humidity has gotten to the product in the can..and the reaction between the components of the powder is diminished already by the time you use it.) I would put a teaspoon of lemon juice or vinegar in with a cup of your buttermilk and then see what your biscuits do. If no improvement...find some new baking powder.
