Subject: Drain Tile Experts need help

I have been told I need drain tile on a field. I have a couple concerns.
I don't think there is tile within 50, maybe close to 100 miles of me, I'm in an area with 14 inches of average rainfall annually (its been significantly more lately).
It has some EXTREMELY tight soil, very heavy clay gumbo that can turn into a Hardpan. High magnesium, prone to crusting. Very high water table.
That can be fixed over time with drainage im told....
Its nice because it will always produce a crop, but not well on a wet year.
Basically wondering if there is soil that is so tight, that tile wont really work? Or isn't this a concern.
I don't mind making the investment, as long as it would pay back.
