My wife bought each of our boys one of the bedtime clocks linked below. It worked fairly well, if the light is green they can get up, if not they need to go to the bathroom if needed and go back to bed. Of course they can still come in if they are scared but they usually stay in bed all night now. 4 and 6 years old.
