Why wouldn't VW be allowed to ship the cars back to Germany as is? Once they got outside of US territorial waters then the ship would just turn and head for a port in a S. American country where the cars would meet emissions. Not every country in the world can afford US emissions crap. Doesn't JD produce new tractors, etc for export to other countries that aren't intended to meet US emissions requirements?
