What river is that?

Reclamation had mentioned that they had been bypassing water from Shasta Dam already, through the river gates. So the water is wasted, it doesn't even generate any electricity as it passes. Reservoir is at 81% of full, and there is a pretty good snow pack behind it, so they probably need too. But just think if they had raised it the proposed 18 feet? It added another 20% to the reservoir capacity, so they could still be just releasing through the powerplant and storing that water instead.
