is there any way your well and main plumbing would be able to make / stand a 50 psi pressure increase at the well, then drop the water pressure back to a reasonable level using pressure regulators at each house and use anti backflow valves like rural water systems use ??

It sounds like the EPA is worried that your booster pumps may pull the main system to 0 pressure and allow ground water to enter. Increasing system pressure should fix that problem.
