Wasn't aware that RC and D was defunded, locally the areas that are served with rural water did it in spite of the Luddites who prefer to haul water on a daily basis with a pickup truck. We have a large portion of the county with water so high in salt that you become thirstier after drinking it. The aquifers became contaminated it is believed from coal field exploration wells that were improperly closed in the early 20th century. Several townships have used bonding and grants to establish water districts, then purchase water from Saginaw or Bay City and resell to the customers. Mean while some haul water they purchase in Saginaw or Bay City several times a week with those 250 gallon pickup tanks and gravity feed into a household tank.
