Manson IA | Yes essentially apple tv turns any tv into a smart tv. However smart TV's don't all let you browse like you can any computer and as far as I know the apple TV doesn't either. However if you have an ipad or iphone you can show the screen on the TV easily using airplay....
What the apple tv does do is allow you to watch any streaming service like Netflix, Hulu, HBO Go, etc... If you get a gen 4 apple tv it has apps you can download to watch a bunch of different things, including YouTube. The older ones are limited to what is installed on the device. We have a gen 3 in our bedroom and use it for netflix all the time. There are lots of other channels you can watch as well, a few are free.
You do not "need" to attach your phone or anything to an apple tv to make it work.
