if it starts fine after pump destrokes then its not the engine. batterys,cables,starter could be weak.
I would fix the high pressure leaks first. the steering wheel see saw is masking a problem. I have a piece of crap 850 amp single battery but in 32 degree weather it will start the 4640 just fine. with two good batterys 20 degrees is doable and that is with over 10k hours.
