IMO this is all driven by the environmental lobbyists and extremists. The Rez are pawns in a bigger game.
Hoping this is a case of just waiting till the new administration is in. As someone that lived 2 blocks from the tracks when 20 oil trains a day were flying through town the pipeline is definitely safer.
