Manchester, OK | Saltcreek - I share your concerns. My double crops are often full of volunteer that I try to manage next to my neighbors going by to wheat. Some of the options above help but the risk is still there.
Even worse are the cover crops put in during August and are full of rank volunteer by late September...perfect habitat for mosaic. It makes more since to me to plant the cover crop mid September and trade a little less cover for less risk of spreading disease.
It's definitely something that is overlooked by NRCS when they are pushing these cover crop incentives and by producers chasing their $$.
