Offline probably doesn't refer to the Internet.
It isn't finding something it expects or needs to find, keyboard, mouse, drive, monitor. Perhaps some software that is booting is expecting to find a special bit of hardware, graphics card or some such.
I don't even know how W10 works any more, can you boot it into safe mode and go from there?
