Central Nebraska | Hrm....the fact that it works on the ipad makes me think it was a cookie issue.....but if clearing temp files didn't do it then I'm not sure. Chrome is usually my go-to browser, if you are used to IE then that's fine.
Do you reboot your router when switching from the DSL to WISP connections? If not, please do so.
You could try changing your DNS settings to google's public DNS to rule out any DNS issues with the WISP. https://developers.google.com/speed/public-dns/docs/using
If you are on windows 8.1 or windows 10 right click the start button to get to control panel then follow directions from google.
