Sure it does. The greater the accuracy of your phase measurements at the base translates into greater accuracy at the rover. There are however other things that come into play when it comes to accuracy at the rover, namely DOP.  Just remember that DOP is a scaling factor that directly reflects the accuracy of the corrections in real time. In simplified terms, a DOP value of 1.0 reflects the receiver is operating at the stated accuracy. A DOP value of 2.0 reflects the receiver is operating at 1/2 of it's stated accuracy.
