What is interesting is on average most acres are over what was actually planted. This was due to back in the day when they first drew the lines that they wanted the growers to have as much land "farmed" as possible in order to help the grower get the highest payment. This has changed and now they are trying to be more accurate but all they would need to do instead of redrawing them is asking the grower to present a GPS field boundary which most have the capability. That seems like a grand solution but if they did this the FSA would loose control over the one and only thing they still have control over and that is the CLU boundaries. Crop insurance companies are working on implementing RLU boundaries which would be exactly what you plant but that may take awhile. They will accept precision ag acreage from the RMA through crop insurance companies but not the boundaries and you won't see them doing that for awhile.

There is a process called ACRSI (acreage crop reporting streamlining initiative) that may soon allow 3rd party groups to do the reporting directly to the FSA and RMA. Currently this is implemented with the RMA and FSA so that you can report to one and it will go to the other so if you want to skip all the reporting at the FSA office, now you can but you still have to sign and date at the office. Soon most software companies will be able to do this reporting as well with any other service providers soon. Maybe when all this comes together it will solve issues like this. A lot of information here but there is a lot going on behind the scenes especially a battle between the RMA who wants to help and the FSA who want control.
