You are correct, with a standard control valve, in MANUAL, pushing the INC/DEC one way should send out +/- on the green and yellow wires which are Pins 3 & 4. Pushing the INC/DEC switch the other way should send out -/+ on those wires. If it doesn't it may be the setting in the 450. Press and hold the self-test key and watch what shoots by. You should see the words Standard Control Valve or an abbreviation if the 450 is older. If you see anything like PWM, the setting is incorrect. If you do see standard the problem may be with the switch itself. Flip all the switches back and forth a few times as that can clean off any corrosion.

It could be the wiring to the control valve or the control valve itself but it sounds as if you have done a voltage test between Pins 3 & 4. Be sure to go between Pins 3 & 4 and not to a frame ground.

I really doubt that it is a processor board problem. They are very reliable.
