The rate won't vary automatically in manual, but you may be able to vary the rate with increase/decrease while maintaining speed.  OR you should be able to vary the rate by speeding up or slowing down.  You cracked the case open on the monitor or the actuator?  You're saying in manual you can't get the control valve to close with decrease?
