The wheel type rake is very gentle on the hay. You can pull (and a pulled version would fit the slopes better) a wheel type rake at 4 or 5 mph and the hay only moves sideways at a slower speed. The NH bar type like the IH #15 I used to have kicks the hay forward about three times faster than your ground speed which makes it very good at separating the leaf from the alfalfa stem and so destroying the food value of the hay unless you pull it very slowly.

My Hesston PT-10 mower conditioner did a fine job of making a windrow to fit the baler but that stacked hay took at least another day to dry compared to laying down as wide as possible, then raking it just before baling. I had a Farm Hand wheel type rake, not as flexible wheels as your picture, but it worked good.
