Distribution of wealth assumes someone controls where wealth goes above and beyond economic activity (ie. make something everyone wants then sell it - you get wealth). By definition in a free society, no one is supposed to be doing this as a matter of political policy. Political systems fail when they either actively try to redistribute wealth or allow others (probably wealthy or at least large business) to influence policy to cause unnatural movement of wealth (ie. tbtf does no one any good). Pretty soon the creaters of the wealth the gov't is giving away look for other solutions.
