It is still in place because of the packers, they get the most benefit as they sell a uniform product distributed across the entire country. Also if the vote was to be executed in the same manner as the state vote, with each hd of livestock counting, the packers would easily have the majority of the votes. Not talking badly of them, just explaining my thought on why the check off is still in place.
