West Central Alberta Coldest, wettest edge

On NAT, I regularly read about the issues people have with soil blowing away, or washing away.  With terracing hillsides.  With the trials and tribulations of irrigation, or overland flooding.  I'm sure that dealing with these issues makes economic sense when demand is increasing.  But if it wasn't, would we still be able to afford those things, when there are neighbors who have none of those issues to deal with?
