Simple math says that 5 Mbps is 7.04 times faster than 0.71 Mbps. That would be a reasonable increase although 10 would probably be even better. Any more 10 Mbps is about the low end for a reasonable experience. That is the speed we now have from our WISP although it will burst to 20 Mbps which makes loading most Web pages seem much faster.

If they're interested in your location for expanding their service, most likely you can work out a very nice deal, perhaps even getting toward their upper tier for a nice price break, or even at no cost to you in exchange. Go for it!
