Depends what is plugging it. I don't know much about rice but is it likely clumps of sprouted crap that was laying on top? Or just stems and mog that the combine didn't clean? Do you have an aeration fan on the bin? Sometimes if you leave the sump open and turn on the fan for a few days it will dry out any damp clumps and let them fall through.
