what it does do is tell the blenders that they are responsible to make sure that the price of ethanol is high enough to make sure the mandated amount available.

Kind of like saying that everybody is mandated to run a new John Deere 690s combine every year -- its not John Deere job to produce a good machine nor worry about cost to produce it the farmer must make sure they pay enough for the combine to assure that JD will build them.

The difference between a mandate and a subsidy is this -- with a subsidy it is your job to make a product that is priced ( with the subsidy ) to profitability

with a mandate it is the end-users job to make sure they are paying enough for the product to make sure it is the Product is available
