I worked for Publix Supermarkets in high school. I know there will always be assistance and some people need it. But I would eliminate EBT cards and everyone gets WIC (women, infant, children) if they truly qualify.
They can only buy the stable food groups for nutrition, no junk food or high priced prepared foods.
About borrowing money and paying it back.
