I don't think it is accurate to state unequivocally that pesticide use rates have gone down since GMOs were commercialized.
Use of some pesticides (i.e., herbicides, insecticides, fungicides...) has gone down since 1996 but use of other pesticides has gone up and in some cases use declined before increasing over the last decade. the trends vary widely depending on chemistry, crop and other factors.
Obviously use of glyphosate has not gone down (see attached graphic)
