That's different then what mine used to do. When mine acted up you couldn't move the lever so my remedy probably won't obtain to your problem.
Your initial suggestion is exactly what happen to my 1066 and that is why I also carry a long heavy screwdriver. It did it the other day while bush hogging, all of the quick exchanges between L3 and R, caused it to lock up. Like you stated, 5 second fix.
