Looks like the corn has used up a lot of it's heat units for survival. Also the roots and your soil is trying to recover from a long term septic condition. I am afraid at this late date by the time the soil get back into a aerobic state there will not be a root system to access the nutrient release. Roots will only proliferate if there is air in the soil.
I hate to throw in the towel and I hope someone has a better idea but I would hate to throw good money after bad.
